Report:
On October 9, 2021 officers were dispatched in reference to a kidnapping attempt that had just occurred
Once on scene I spoke with Amelia, who stated she was walking from downtown Athens before stopping at a friends home on E Dougherty Street. She advised that she changed her mind about going into the apartment once she discovered the friend was at work. She then stated that she made a phone call to her roommate around 2130 hours to advise her that she was on her way to the above address where she lives. They both advised the conversation lasted for about a minute.
Amelia then advised that she begin to text or make a phone call to someone else, when she heard what sounded like a sliding door slide open, she stated that at this time she saw a white work van in her peripheral vision, but she was not really paying attention because she was looking down at her phone. Amelia then stated that from behind her an unknown individual wrapped their arm around her neck at attempt to grab her, she stated that it was kind of aggressive but not to forceful, and at this time the van was still moving but at a slow pace, assuming someone else was driving the vehicle.
Amelia stated the individual was wearing a black long sleeve shirt and the arm appeared to be small, assuming the person was not big, because she stated "I'm not a big girl, I shouldn't have been able to get away so easily." She also advised that she remembers the passenger side window being painted white but nothing else of significance.
CID was notified but advised they were not going to respond to the scene given the lack of information.

officers reviewed video footage from the downtown cameras. I was able to capture the victim walking. She is by herself. She is not running, just walking. She is only off camera for about 4 minutes. She then continues to walk home.

I called the victim and spoke with her about her incident. She gave me the same account as to what happened that she did with the reporting officer. I asked her if she would meet with me the next morning in the area of where this incident happened. She lives just a block or so away. She agreed to meet the next day.
I later received a voicemail message from the victim stating that she would not be meeting with me the next day due to she was having.

officers went out to the area of the crime scene to try and find any possible evidence. The victim claimed to have dropped her pepper spray during the incident. We did not find any evidence.
10/15/21
officers went back over to the victims home and spoke with the victim, Miss Foley. During our conversation Miss Foley asked us to step outside, which we did. We exited her apartment and went down to the area in front of it. It was at this point that she advised that she made this entire event up. She said that she was never grabbed by anyone and therefore never assaulted. She admitted to having a relationship issue with another guy and that this was what caused her to create this story. I explained to her that she would be charged with the offense of False Report of a Crime as a result. She agreed.
10/18/21
officers swore out a warrant in the Clarke County Magistrate's Court for the offense of False Report of a Crime. The warrant was turned in to the Clarke County Sheriff's Department. I had a voicemail message from Foley's attorney who advised that he would be representing her. I called him and let him know that the warrant had been signed. The offense of False Report of a Crime is cleared by arrest. The crime of Attempted Kidnapping is Unfounded.
