Jimmy is framed by Captain Mace, who has sold out to the Shadowmaster with the promise he will become the next police commissioner. Jimmy is sent to Rattica, a top security prison from which no one has ever escaped, by Judge Rhodes, who is actually Sickle in disguise -- the real Judge has been kidnapped by the Shadowmaster. Jimmy is put in a cell with the notorious criminal Fireball, who turns out to be a good guy at heart. He helps Jimmy when the Shadowmaster orders the prisoners (most of whom are Shadow Warriors and Shadow converts) to eliminate Jimmy. Billy and Marion must break into the prison to help save Jimmy. Mace is exposed and Judge Rhodes is rescued. The Judge frees Jimmy and paroles Fireball to the Dragon Dojo.
